"I was a little surprised to see that I had to put the cone hats together. It wasn't difficult after the first 2 or 3. They didn't come with instructions, but it was fairly easy to figure out. I bought them for both adults and children, but they don't fit adults too well. The elastic just isn't quit long enough. I still think they are adorable and we will have a great time. I would recommend this product, but if adults want to join in the party hat fun, they might find themselves a little uncomfortable."
